It identifies the challenges facing the Indian economy-attaining high growth, improving the governance of institutions, and introducing direct subsidies in electricity, water, and fuel for better administration. The report emphasizes the importance of better policy design, unambiguous contracts, and the formulation of laws without internal contradictions. The essays in the volume are linked by their focus on the constraints to economic infrastructure development and provide solutions to meet these challenges. IIR 2002 presents:

• the social and political situation in the country, as well as sector-specific and institutional
descriptions
• the constitutional and legal framework within which transparency, accountability, and
efficiency of policy may succeed in attracting private participation and the involvement of
people
• social and environmental issues pertaining to power and large dam projects, and prevailing
environmental regulation in the country
• an assessment of the regulatory and contractual framework, drawing attention to the menace
of corruption, bribery and crises in the governance of financial infrastructure
• analyses of instances of governance failure, including the CNG vehicles programme in Delhi,
the US 64 crisis, the Northern Grid failure, and the Enron disaster
• lessons from the success stories, such as the relocation of the railway slums in Mumbai, the
Alandpur sewerage project, and the transformation of village to ‘gokul grams’
• examination of urban and rural infrastructure in the context of poverty, water, sanitation,
housing, mis-management of projects by urban local bodies, solid waste management, and
land acquisition
• an update on the latest developments in energy and electricity, integrated transport (railways,
civil aviation and roads), and telecommunications
• a substantial statistical appendix with data on the various sectors over the last ten years

The report draws out an action plan for the government. It is an invaluable resource for those in government, academia, development, business, and finance.

This is a collaborative study of the Network, consisting of the Infrastructure Development Finance Company (IDFC), the Indian Institute of Management, Ahmedabad, and the Indian Institute of Technology, Kanpur.
