The recent theme is globalization and development. In the countries following democracies, decentralization is also strategically adopted as centralized planning has failed to reach the targets of development. Moreover, liberalization, privatization and marketisation policies have been alternatively used by developing countries, seeking the success of development and growth of developed world.

The world has become a village in terms of globalization approach to development. These new techniques apart, the role of institutions in the development of a country is not sufficiently recognized which the book emphasizes. Democracy promotes decentralization as well creates institutions which should be used positively to achieve rapid growth of the economy. The pitfalls of globalization and its failures, besides the appropriate methods of decentralization involving people's participation to achieve maximum growth was effectively analysed so as to help policy implementers to take right action to make India a highly developed country within ten years.

In this process the purity of institutions meant for development, particularly Panchayat Raj Institutions planning boards in States, Development agencies have been highlighted in the book to se that India achieves its maximum growth; globalization, decentralization and institutions have to be efficiently and effectively utilized to reach this goal. India has potential but not able to use it as it is not moving along positive development path. Hence the emphasis is on decentralization and institutions in the context of globalization for reaching the goal of highly developed India within the shortest possible time involving people in the development process.

PROF K SREENIVASULU NAIDU after securing his M A, Diploma in Banking & Accountancy, M Phil, and PhD from Sri Venkateswara University gained experience as Research Associate at NISIET; latter he was selected as Lecturer in the Department of Economics, Sri Venkateswara University and promoted as Reader as well as Professor. He has also published 3 books. He held various positions like Senate Member and Head, Department of Economics. Presently, he is heading the Department of Economics, Sri Venkateswara University, Tirupati-517 502, Andhra Pradesh.
