The focus of the discourse on reforms in the arms procurement decision-making process needs now to be shifted from that of the last two decades to reaching a consensus on the precise objectives of the reforms. These have yet to be clearly stated, thereby delaying the formulation and implementation of a coherent arms procurement system.
The Observer Research Foundation's programme on this important issue, following a seminar organized in May, 2012, has now moved to the second stage of identifying initiatives that can be taken in the executive and the legislative branches.
This Paper presents practical recommendations to improve capacities and decision-making methodologies in India's arms procurement system.
