However, for the purpose of present book, a simplistic meaning of Governance has been taken which concerns with the problem of management of the affairs of the state. When one talks about Governance he has to have in mind - political institutions within which management is exercised with the focus on how the democratic institutions function, the authority and working of judiciary, the administrative system and culture, the role of civil society and the underlying socio-political dynamics which conditions the functioning of such institutions.

In this boarder framework, the book systematically analyses the functioning of democratic institutions at the grass root level in their historicity, functioning and work culture of decentralized administrative set up as also the nuances of development mechanism. To support their findings, the authors of the book have taken into account both the macro and micro picture of the system as it operates. Though the microanalysis deals with the scenario of two districts only yet the findings have the scope of generalization for the whole of the country as the human nature and politico-administrative set up remains almost the same through out the country.

A useful book for those who are interested in the study of functioning of grass-root institutions vis-à-vis development programmes. It may equally be like by the general readers interested in studying the rural scenario as also the academics, public administrators and practitioners.
