The Department of Civics and Politics was established in 1948 with the help of two Endowments. The Mayor’s Sir Pherozeshah Mehta Centenary Commemoration Fund and the Montague Memorial Fund together with a donation from the Bombay Municipal Corporation’s Municipal Fund and a substantial recurring grant from the then Government of Bombay.

This book on Revitalising Indian Democracy has been conceived to celebrate the golden jubilee of this unique Department which was established in 1948. The book which is dedicated to promoting and vitalizing the working of democracy in India.

Democracy is, as of now, one of the most cherished words in the political lexicon. Yet, any attempt to give a valid definition of democracy has to address a number of problems. Most important is the sheer number and diversity of meanings attached to the term over the lat half century or so. These include among others: rule of the people; rule of the people’s representatives, rule of the people’s party, majority rule, dictatorship of the proletariat, maximum political participation, elite competition for the popular vote, multi-party system, political and social pluralism, equal citizenship rights, civil and political liberties, a free society, a civil society, a free market economy a shorthand for a good society.
