For some time past, there has been a visible increase in the interest among the public functionaries, in modern management and the application of different management concepts and techniques to the problems of public administration. Considering the enormity and complexity of tasks to be handled by them and also the sense of urgency of achieving efficiency and effectiveness in administration, this interest in management is both timely and encouraging. There is, however, a widespread feeling, which is indeed genuine, that literature in this field, especially in the governmental context, is scanty. This is more so in the case of the merging discipline of policy science, the relevance of which in a developing country like ours can hardly be overemphasised.

The Department of Personnel and Administrative Reforms, which is the nodal agency responsible for bringing about administrative improvement in government organizations through various reform measures, including dissemination of modern management knowledge and practices, had realized the gap in management literature and brought out, in 1979, a book entitled Management in Government-selected readings. The response to this venture was very encouraging. The second edition of the book has also come out.
