The island's constitutional history has been dominated by the question of sharing political power between the majority Sinhalese and minority Tamils, and a fierce debate continues to rage over the appropriate model for devolution. While one school of thought argues for federalism as a solution to the nation's ethnic crisis, the other argues against it believing it would lead to dismemberment of the country. Neither of these arguments can be ignored and therein lies the cause of the intractable nature of the problem.

How and why the Kumartunga government failed is the main topic of this book. Partha Ghosh skillfully presents the various proposals of that government, including the draft constitution meant to convert the unitary state of Sri Lanka into a federal one. The broad theoretical premises that govern the concept of devolution in an ethnically divided society are also examined in detail. The contributors maintain that a critical element in this process is social mobilization where organizations of the poor work in partnership with a restructured state and a socially responsible private sector. They see a new political space for this in the current attempts at decentralization which are also aimed at devolving power to the people.

To illustrate these possibilities, the volume presents six case studies from India, Pakistan, Sri Lanka, Nepal and Bangladesh. Together they show how new social movements, and organizations of the poor are converging with efforts to decentralize and to share power at the local level. The case studies are preceded by a conceptual introduction which critically evaluates conventional development thinking and identifies assume fundamentals for alternative approaches. The last chapter draws lessons from the case studies for development policy and innovative initiatives, both in the short and the long term.

This volume breaks new ground by investigating in depth the three important agendas of governance, decentralization/devolution, and poverty eradication, and by highlighting how they can be coordinated to fashion a genuinely pro-poor macro-micro development strategy. Policies of positive discrimination have surely contributed to making India’s democratic experiment dynamic, throwing up political leaders from all social groups, and expanding and broadening the circle of elites or the powerful in society.

However, the political mobilization of the poor has as yet not translated into a rejection of hierarchical hegemonies that disregards and overlooks poor people’s entitlements to basic human well-being as access to education, health, livelihood, food and social security, by seeing human development and social opportunities as an inalienable, fundamental, human right of each and every individual.

This has been possible as those who represent the poorest of the poor can survive in politics by resort to primordial loyalties of caste and religion, over-riding more serious concerns like human well-being in a right based perspective that challenges persistent deprivation and assetlessness of poor households. The performance of the states has been uneven and there are useful lessons to be learnt from region specific efforts at securing basic human well-being.

Inequalities in social opportunities persist in spite of the ascendancy of hitherto under-privileged social groups in the political sphere. Policing a complex socio-economic and political matrix of such a large country is bound to be complicated. This is more so on account of the fact that Indian policing has inherited a colonial model, and the horrors of the partition have made its Constitutional framework highly security conscious.

And though policing is a state subject, the Union government is often involved in both, emergency as well as day-to-day policing. The policing function of the state thus takes on a political hue as the conflict between ethnic communities, religious groups and the caste groups escalate. The author, Amit Prakash uses the case study of the deployment of the Central Reserve Police Force (CRPF) and he political process in Uttar Pradesh to highlight these inter-linkages.

Politics and Internal Security explores different issues related to policing in India today in the light of the legal and constitutional framework of the country and comes up with some insights and suggestions.

Contents

PREFACE

LIST OF TABLES

Introduction

Internal Security: The Constitutional Framework

Internal Security: The Legal Framework

Internal Security: The Centre-State Dimensions

Political Deployments

Conclusions

APPENDIX

NOTES

BIBLIOGRAPHY

//cdn.shopify.com/s/files/1/0582/1048/4393/products/18173_1b9f9de8-5364-4227-9fe8-34b49643c23a.jpg?v=1625516400
18895-the-gujarat-pogrom
The Gujarat Pogrom

Author: A Compilation
Publisher: Indian Social Institute
Year: 2000
Language: English
Pages: 246
ISBN/UPC (if available): N/A

Description

The Gujarat genocide has taken entire Gujarat in particular and the entire nation in general to ransom. For more than three months the whole energy of civil society and concerned citizens of this country was centered on trying to respond to the immeasurable pain and agony the victims have been reduced to, and on putting pressure on the State and Central government to bring an end to this violence and mindless killing of the minority Muslims, to provide relief and rehabilitation to the victims in whatever limited way possible and to register cases against the fascist and anti-human forces who are engaged in this communal orgy. The mayhem and murder that has been unleashed on the minority Muslim community ahs brought to center stage the fears that were remote about fascist forces.

Riots are not a new phenomenon to Gujarat. Most historical records would cite 1969 as the beginning of communal riots in Gujarat. From then on communal riots of varying intensity and dimension have occurred in 1985, 1986, 1992-1993 and 1999. There were also anti-reservation riots in 1981 and in 1985. But the ethnic cleansing that is going in Gujarat for more than three months is unprecedented in more than one way. This is not a riot as understood in the usual sense of two religious communities getting even with each other.

This is genocide in the truest sense. This incident is also unprecedented because the brutality and cruelty was never witnessed in this country. It is also unprecedented since the consequences of this ethnic cleansing will have far reaching repercussion not only on the majority-minority interaction but also on the very democracy of this country.

Contents

INTRODUCTION

Chronology of Gujarat Events 2002
National Human Rights Commission-1st April, 2002
National Human Rights Commission-31st May, 2002
Report of the Committee Constituted by the National Commission for Women to Assess the Status and situation of Women and Girl Children in Gujarat in the wake of the Communal Disturbance
All Indian Democratic Women’s Association: Gujarat Carnage Report
How has the Gujarat Massacre Affected Minority Women? It incisively pieces together the gradual decay in public administration in post-British India. The growing subservience of the bureaucracy to the political system unravels step by step. A self-serving elite is formed that is preoccupied with its vested interests. The entire administration, its infrastructure and its development programmes become the terrain for serving the personal and political interests of the neta and babu. The voice of the common man in India goes unheard. The poor continue to remain in poverty. The humour and crispness of the narrative barely conceal this underlying theme which is the central focus of the book – it is not a memoir, nor gossip chatter.

TSR based his book on his rich repertoire of experience and a prodigious memory for detail. They are the one who dictate to CBI whether to investigate or not and how to investigate. They only decide on prosecution or withdrawal and that too under the cover of public interest. The accused thus themselves assume the role of investigator, the prosecutor and even the judge. Subservient to this dangerous mindset, the investigative and enforcement agencies procure and collect the evidences to reinforce the pre-determined conclusions. The shade of Government makes no difference.

The author as a Joint Director in the CBI piloted the investigations of many important cases including the famous Jain Hawala Case. It was a God-sent opportunity for the CBI to clean the dirty stables of Indian politics and administration as the case had necessary potential as also the mandate of the Supreme Court to investigate the high and mighty. The CBI Director Vijay Rama Rao wanted to close the investigations by filing bogus chargesheets against some bureaucrats and subsequently included the names of certain politicians in the list, but the author refused to oblige.

Later the director asked for chargesheeting certain high profile politicians from both the ruling and the opposition parties including LK Advani; but the author resisted any blanket chargesheet without requisite evidence and instead advocated complete investigation, including searches for looking into the assets of all including the heavy weights like Union Ministers (serving and the former), leaders from other than the ruling parties, serving Prime Minister Narasimha Rao and also the former PM Rajiv Gandhi as their names had occurred in the diaries and the statements of Jains. The case was taken away from his charge and the chargesheets, devoid of any substance, were filed knowing fully well that these would fall at the very outset. The author warned the director in black and white that he was scuttling the scam and betraying the nation.

The relentless fight of the author for truth and transparency in the CBI brought him in sharp confrontation with Director Joginder Singh, who defined the law for every individual differently and applied the tools of discipline to force the desired results out of the investigators. The author raised these tricky questions in the CBI conference with the then Prime Minister, Deve Gowda. Gowda listened to the author, but he rediculed him and all the agencies who claimed to work against corruption. No wonder, the author was jettisoned not only out of the CBI, but from the Government of India itself, as if the biggest threat to Government emanated from the truth that he advocated. In fact, democracy brings to the surface latent differences and makes discord more visible, as is evident from the way it has functioned within India and the USA, and from more recent experiences in some countries in the Middle East as well as Afghanistan, where democracy has supposedly been ‘restored’.

What then is the best way forward?

All we require, Arun Maira argues in this book, is for democracy to be made to work more effectively. In healthy democracies, politics cannot be left merely to politicians: people at all levels must take responsibility for shaping the world. Therefore democracies require widespread processes for dialogue, consensus building and collaborative action amongst people with different perspectives. Weapons of Mass Destruction need to be replaced with Ways for Mass Dialogue.

Discordant Democrats is a roadmap to collaborative governance by one of the finest thinkers on transformational change. With insights from research, his experience in consensus building and collaborative action, and a variety of examples from India and elsewhere, the author sets out five steps to build consensus and describes the principles and tools with which this can be achieved and applied by people in any walk of life.

Contents

Preface

DEMOCRACY AND DISCORD:
Discord, Democracy,
Dialogue

Democracy’s Hardware
And Software

The Boundaries Around
‘People Like Us’

Argumentative Indians
And Americans

DIALOGUE AND CONSENSUS:
Ways of Mass
Dialogue

Aspiring: Lighting The
Spark Within

Realizing: The Anchors
On Our Thoughts

Framing: Situations,
Problems and
Positions

Finding Solutions,
Taking Decision

Proliferating The ‘WMD’
We want

BIBLIOGRAPHY

INDEX

//cdn.shopify.com/s/files/1/0582/1048/4393/products/22582_985c4546-49fe-4292-b987-44ca2e55a622.jpg?v=1625526794
22772-dalits-in-modern-india-vision-and-values
Dalits in Modern India - Vision and Values

Author: S M Michael
Eminent Contributors/
Translator(s)/ Edito: S M Michael
Publisher: Sage Publications
Year: 2007
Language: English
Pages: 369
ISBN/UPC (if available): 9780761935711

Description

This volume explores the social, economic, political and cultural content of the Dalit articulation and its relevance for the nation, both today and in the future.

One of the profound changes in contemporary Indian society has been the emergence of a new sense of identity among the Dalits. The next section discusses the manner in which Dalits have confronted Brahmanic Hinduism, not just in its virulent form of Hindutva but also the more liberal forms, which have provided the dominant interpretations of Indian society and history.

The essays in the third section critique the sensibility which equates Indian tradition with Hinduism and locates within the Aryan heritage the essence of Indian civilization. The contributors highlight the alternative traditions nurtured within the Dalit movement which challenge the dominant order. An important essay shows how the problems faced by Dalit women are different from those encountered by non-Dalit women, despite the presence of many similarities.

The last section is devoted to the economic dimension. The contributors discuss the impact on the Dalits of the recent trends towers liberalization and privatization and the consequent withdrawal of the state, particularly in the context of employment opportunities and the policy of reservation.

This incisive and timely collection studies the aspirations of the marginalized masses for a new humanity based on the principles of equality, social justice and human dignity. These trends have had a definite impact on the way in which the role of the state and the problems of governance are viewed.

Exploring these developments, this volume of original essays highlights an interesting phenomenon: A variety of social movements and new institutional experiments are now seeking to wrest the state's responsibility of securing development and alleviating poverty. As a result, the erstwhile consensus which underpinned the pre-eminence of the state has been rendered fragile, and the presence of other actors-such as the market and civil society-has come to be recognized. The sphere of the market on the one hand, and the non-governmental sector on the other, are identified by the contributors as critical ingredients in the alternative conceptualizations of governance that have begun to inform the discourse on development.

The first part of the volume addresses the current discourse on governance, development, and poverty reduction and the emergence of alternative models of governance in India such as the non-governmental sector and joint partnerships between community and state. However, for the purpose of present book, a simplistic meaning of Governance has been taken which concerns with the problem of management of the affairs of the state. When one talks about Governance he has to have in mind - political institutions within which management is exercised with the focus on how the democratic institutions function, the authority and working of judiciary, the administrative system and culture, the role of civil society and the underlying socio-political dynamics which conditions the functioning of such institutions.

In this boarder framework, the book systematically analyses the functioning of democratic institutions at the grass root level in their historicity, functioning and work culture of decentralized administrative set up as also the nuances of development mechanism. To support their findings, the authors of the book have taken into account both the macro and micro picture of the system as it operates. Though the microanalysis deals with the scenario of two districts only yet the findings have the scope of generalization for the whole of the country as the human nature and politico-administrative set up remains almost the same through out the country.

A useful book for those who are interested in the study of functioning of grass-root institutions vis-à-vis development programmes. Pluralism and Federalism now appear as the two essential principles for organizing heterogeneous societies into a viable pattern of political sharing of power, by reconciling the twin process of ‘political unification’, and ‘social diversity’; of ‘commonality’ for certain purposes and specificities for others. In its praxis, federalism builds and sustains the ‘unity of polity’ and simultaneously preserves and promotes the ‘plurality of society’. It is from this perspective, and ideological premises of ‘Federal nation, participatory democracy, secularism and social justice’ that we should re-examine our federal polity and plural society.

The book broadly reflects upon the following macro rubrics of Indian Federalism-quest for a new federal identity, and recasting center-state relations in order to build a more equipoised and cooperative federal polity; social-cultural pluralism and their accommodation and harmonization within federal polity and society. In this exercise the critical relevance of secularism and composite culture has been examined; and, India being a multi-regional federation, the problems of regionalism and territorialization of federal polity have also been examined. Formulations on macro themes have been supplemented by certain micro-studies (case-studies) of specific issues concerning the problems of federal nation-building.

Contents

Introduction

Federalism in India: A Quest for New Identity

First Session: Summary of the Discussion

Towards a Federal India: A Conceptual Exploration and an Empirical Explication

Federalism in Multi-cultural Societies: Issues for Consideration

Ecology, Regional Differentiation and Cultural Synthesis: Rethinking India’s cultural Pluralism

Second Session: Summary of Discussion

Real Issues of Indian Federalism

Coordinating Pluralism: The Federal Experience in India

The Importance of Article 356 in Center-State Relations in India: A Critical Review of its Use and Misuse

Reflections on Cooperative Federalism and Its Relevance for India

Third Session: Summary of the Discussion
Fourth Session: Summary of the Discussion
Fifth Session: Summary of the Discussion
Sixth Session: Summary of the Discussion

Secular Democracy and Challenges of Communalism

Implication of the concept and Ramification of Hindutva In the Process of Federal Nation-Building

Seventh Session: Summary of the Discussion

Caste, Politics and Indian Federation

Eighth session: Summary of the Discussion

Regionalism, Alienation and Federalism

Centrifugalism in the Indian Federalism: A Sociological Study

Jharkhand Movement: Assertion of Socio-Cultural Identity and the Demand for a Separate State

Uttar Pradesh and Federal Balance in India

Ninth Session: Summary of the Discussion

Concluding Session: Summary of the Discussion

Contributors

//cdn.shopify.com/s/files/1/0582/1048/4393/products/8710_b97efacf-f9e1-44fc-b56c-f2694959700c.jpg?v=1625530212
12849-india-s-secularism-new-name-for-national-subversion
India’s Secularism - New Name for National Subversion
Shipping Note: This item usually arrives at your doorstep in 10-15 days

Author: Sita Ram Goel
Translator(s): Yashpal Sharma
Publisher: Voice of India
Year: 2003
Language: English
Pages: 107
ISBN/UPC (if available): 818599059X

Description

The ideology of Secularism had taken shape during the European Enlightenment (18-19 centuries). Pandit Jawaharlal Nehru, who had never used the term in his pre-independence writing or speeches, simply picked up a prestigious word from the Western political parlance and made it mean the opposite of what it meant in the West.

more than obvious in due course. In pre-indepenpendence India, the Muslim minority had exercised a veto on who was to be hailed as nationalist and who was to be denounced as Hindu communalist. Now the same minority reacquired the same veto on who was to be applauded as secularist and who was to be hounded out as communalist. In short, the term secularism in the post-independence period ahs been and remains no more than a euphemism for Hindu-baiting.

The world India’s instead of Indian has been sued in the title of this book because there is nothing Indian about Nehruvian Secularism. In fact, the term secularism in its original Western sense had remained unknown to Indian political parlance because Indians had never envisaged or experienced a theocratic dispensation before the advent of Islam and its state apparatus in this country. Even today, traditional Indian scholars do not understand what Theocracy means, and how Secularism in the Western sense stands opposed to it. And this secularism has not been defined as Nehruvian because it is shared in common by all political parties including the Bharatiya Janata party.

Herculean efforts have been made and are being made by the apologists of Christianity and Islam in modern times, to salvage the central figures and fundamental doctrines of these creeds from the blood-soaked histories they have enacted for many years in many parts of the word. The apologists have been trying to prove that the inhuman atrocities with which these histories are brimful, have nothing to do with their sacred scriptures and can be explained more satisfactorily in terms of the human infirmities of persons or peoples who committed the atrocities. In post-independence India, this Christian and Islamic Apologetics has achieved remarkable success, so much so that while these creeds pass as advocates of human brotherhood, social justice, human rights, freedom, equality, peace, and progress, their doctrines and doing s have been projected to Hinduism and Hindu history by motley crowd of secularists spawned by Socialism, Communism, Gandhism, Nehruism, Ambedkarism, etc. Shri Sharma has nailed the lies by quoting chapter and verse from the sacred scriptures of Christianity and Islam.

Political developments in India in recent years indicate that a National Vision is emerging in the Hindu intelligentia at large. The crisis has further precipitated at the turn of the century. To put it in simple words, the crux of the matter is how to formulate an agenda for governance and how to obtain a political mandate to govern. As a result, a series of new issues have come to the surface since the beginning of nineties. Among these the issue of reservations to women and minorities, expansion and strengthening of the federal structure and promotion of panchayati raj institutions at the grassroots level, liberalization and globalization are the prominent. Most political parties have adopted an ambivalent position on these issues. Shifting of position is also frequent among the political parties.

In other words, there is no clarity or consistency on the political agenda among the political parties. The voter, under the circumstances, has increasingly come to doubt the sincerity of the political parties. They are looking for alternatives. In sharp contrast voluntary organization and NGOs have carved a role of themselves by focusing issues concerning the common people and bringing them out in the form of peoples' Manifestos. Political parties are increasingly finding it difficult to ignore such initiatives.
